District Eleven - Agriculture
The largest of the twelve districts Eleven stretches over a large area in what was the southern states of the USA. The people of Eleven are heavily controlled to prevent the theft of Panems most precious food products and the smallest transgression leads to the harsh punishments. Families in Eleven like those in Nine work together in the same fields to increase the yields of crops, yet unlike those in Nine they are not given a wage but rather rations based on the amount of crops their field has produced.
The people of Eleven are for the most part a calm people, their elders still remember the slaughter that the Mockingjay rebellion brought to their district and discourage others from repeating the mistakes of the rebellion. The elderly in Eleven are very much respected by the younger generations as life expectancy is so low and even without the games many children die before they turn eighteen from starvation. Those who reach a high age are lauded for their ability to survive and cared for by family.
Children in Eleven start working the the fields as soon as they can, starting with simple jobs like picking bugs from plants and moving up to weed spraying and harvesting once they are older. Their natural upbringing give reaped tributes a small advantage in the more natural arenas where food is easy to find and harvest.
